PROJECT LOCATION AND SUMMARY

Médecins Sans Frontières (MSF) / Doctors Without Borders India (DWBI) is humanitarian medical aid organization working in more than 70 countries worldwide. Médecins Sans Frontiers is neutral, impartial, independent, and not linked to any political party or governmental body. Our teams provide emergency medical assistance to people in need, irrespective of their nationality, race or religion. In 1999 MSF was awarded the Nobel Peace Prize as recognition for its medical work in several continents.

Doctors without Borders India is set up a short term response in southern Mizoram state to assist the local communities with mobile medical clinics, mental health support, health promotion, water and sanitation support and NFI distributions. The response aims at supporting local populations as well as those who have been temporarily displaced to India following the conflict in Chin State, Myanmar.

Purpose of Post:
Supporting the drug supply management in the designated facilities under the supervision of the Project Medical Referent (PMR) of the project and according to Doctors Without Borders India (DWBI) health policies and protocols, in order to contribute in the guarantee of the proper management and distribution of drugs and medical devices.

Functional and Hierarchical Lines:
Hierarchically and functionally accountable to the Project Medical Referent (PMR)

Availability: 1 year with possible extension depending on the intervention

 Accountabilities: 

  • In cooperation with the Pharmacy Manager, assisting in the supervision, management and control of the medical stock in the project in order to avoid ruptures, losses and gross overstock of drugs and other supplies and overseeing and monitoring its storage conditions
  • In cooperation with the Pharmacy Manager, assisting on a monthly basis with preparation and approval of order requests, ensuring they are completed in timely manner to prevent unnecessary orders in between. Following up on drug ruptures.
  • In cooperation with the Pharmacy Supervisor and other DWBI team members, assisting in the supervision, management, follow up and control of medical/supply stock in the DWBI office, expat houses, and DWBI This includes physical count, ordering and monitoring of expired dates.
  • Assisting with the collection of consumption from facilities on at least a monthly basis and collecting data about number of patients. Cooperating with and assisting the Pharmacy Manager in all related monthly reports, and under the Pharmacy Manager’s supervision, communicating and providing medical data to relevant DWBI team members
  • Improving and following up the monitoring systems in place.
  • Supporting the MoH counterparts in their responsibilities regarding monitoring of drug consumption, stock management and preparing/receiving orders.
  • Perform cleaning and minor maintenance for biomedical equipment used. Following the user manual and  protocols and alert supervisor in case of malfunctioning.
  • Assisting in preparing and organizing training sessions for DWBI staff.
  • Providing programs continuity during supervisor’s absence and handovers; sharing knowledge of program with incoming staff in a timely, accurate and efficient manner

DWBI Section/Context Specific Accountabilities:

  • Ensure the stock management at the Project site as per DWBI standard and guidelines
  • Keep updated the stock monitoring tools (stock cards, Isystock and consumptions sheets) to provide real figures of use of medical materials.
  • Perform periodic inventories for ensuring control of stocks
  • Report and suggest to the line managers for the best practices and irregularities in medical materials management
  • To follow consumptions of Clinic and CHW and report if deviations or unexpected figures. Report if so.
  • Work closely with the medical and other team members to provide quality care in the project
  • Return of expired/damaged items to Central Pharmacy, or quarantine, if needed.
  • Collaboration with DWBI Pangkhua (Sangau) Clinic staff to ensure appropriate stocks in OPD Pharmacy and the different units of the clinic.
  • Provide the drugs and medical materials to the Patients, Partners/Stakeholders according to the stablished quotas. Pharmaceutical Care and active dispensing.
  • Train the CHW in the good storage and use of drugs and medical materials for DMC activities.
  • Control and update Staff Health kits and stocks. 

Requirements: 
Education
: Essential, degree of Pharmacy.
Pharmacist registration in Mizoram State is essential. 
Experience :
*At least 1 year demonstrated experience as a pharmacist in public health system or other NGOs
*Experience collaborating with local pharmacy systems (MoH and private) is an asset
*Demonstrable experience in supervising and training others in a team setting
Languages :  English- essential, with local working language
Knowledge :  Excellent written and verbal communication skills
Good computer skills : MS Word, MS Excel
