Vacancy Announcement Watsan Agent – DOCTORS WITHOUT BORDERS INDIA

PROJECT LOCATION AND SUMMARY

Médecins Sans Frontières (MSF) / Doctors Without Borders India (DWBI) is humanitarian medical aid organization working in more than 70 countries worldwide. Médecins Sans Frontiers is neutral, impartial, independent, and not linked to any political party or governmental body. Our teams provide emergency medical assistance to people in need, irrespective of their nationality, race or religion. In 1999 MSF was awarded the Nobel Peace Prize as recognition for its medical work in several continents.

Doctors without Borders India is set up a short term response in southern Mizoram state to assist the local communities with mobile medical clinics, mental health support, health promotion, water and sanitation support and NFI distributions. The response aims at supporting local populations as well as those who have been temporarily displaced to India following the conflict in Chin State, Myanmar.

Purpose of Post:
Perform repair / maintenance / construction works, related to Water and Sanitation part of the Refugee Camps, according to the supervisor’s instructions and DWBI standards, in order to ensure proper operations and prevent faults / installations / infrastructures.

Functional and Hierarchical Lines:
Hierarchically and functionally accountable to Watsan Technician & Watsan supervisor or Logistic supervisor

Accountabilities:

  • Assist watsan Technician / supervisor in sketching out the plan of Water sanitation work of the Camps.
  • Responsible for Installation of Tanks, water pumps along with all piping works in the Refugee Camps, where there is need.
  • Responsible for installation or construction of new latrines or strengthening of existing latrines in the Refugee camps, where there is a need.
  • Supervise and Monitor Local plumbers in the implementation of water sanitation work.
  • Training of IDPs in water chlorination, vector control and waste management
  • Assist Log Team in distribution of NFIs to IDPs in different camps.
  • Carry out all minor works (construction, repairs, etc.) requested by the line manager, as well as any task identified by the employee and approved by the line manager.
  • Perform regular maintenance of DWBI installations / equipment / infrastructures (base, house, store, warehouse, health center, hospital, etc.), particularly in line with a preventive maintenance plan (procedures to follow, schedule, etc.).
  • In the event of faults / deterioration, diagnose the problem and propose possible solutions to the line manager and/or technical adviser.
  • Ensure that there is always running water at base and inform line manager in case of shortages.
  • Be present and supervise all maintenance work done by external service providers.
  • Ensure effective management, protection and care of work tools (including site installations under the employee’s supervision) and keep the workshop tidy.
  • Keep all documents related to installations / equipment / infrastructures in order and update them regularly.
  • Prepare required reports of maintenances and monthly reports if asked by the supervisor.
  • Immediately inform the line manager of any problems that arise during the work, particularly about damage, loss, theft or attempted break-ins.
  • Assist logistics department for any Watsan related work needed.
  • Maintain a flexible approach and respond to the needs of the project as well as mission in the times of emergency interventions.

DWBI Section/Context Specific Accountabilities:

  • Performing the Watsan day-to-day activities such as collecting and sorting wastes before disposal, keeping the incinerator in good working order, ensuring the cleaning and correct hygiene status of the latrines, cleaning the water storage and treatment tanks, etc.
  • Knowing and applying security and hygiene standards regarding the operation of WHS infrastructure, taking care of his/her own safety.
  • Informing the line manager and/or technical adviser of any incidents that might compromise his/her (or that of others) safety or security.
  • Ensuring the availability and correct usage of all material and equipment.

Requirements:

  • Education: Basic Literacy Required. Desirable secondary education and must be specialized Plumber / constructions.
    Experience:Desirable 1-year previous experience in similar profiles, Watsan Activities / Constructions
    Languages:Local language essential. Mission language desirable.
    Knowledge:Computer literacy desirable.
