About the Organisation & Project:
Doctors Without Borders India (DWBI)/ Médecins Sans Frontières (MSF) aims to provide medical assistance without any kind of discrimination including offer medical assistance during natural and manmade disasters through establishment of healthcare centers, implementing medical programs for critical illnesses on its own or with partners, working for creating medical awareness and capacity building and carry out/sponsor research to provide strategic input on relevant medical treatment options in India.
DWB offers assistance to people in need and irrespective of race, religion, gender or political affiliation.
Doctors without Borders India is in the process of responding in northern and southern Mizoram state to assist the local communities with medical and mental health support (including referrals), health promotion, water and sanitation support and NFI distributions. The response aims at supporting those who have been temporarily displaced to India following the conflict in Chin State, Myanmar, as well as the local population when necessary.

Location: Lawngtlai, Mizoram.

Availability: 1 Year with possible extension depending on the intervention

Purpose of Post:
Organizing and supervising the daily supply chain activities and the teams associated, in the coordination or project level, according to DWBI protocols and standards in order to ensure the optimal running of the mission
Functional and Hierarchical Lines:
Hierarchically and functionally accountable to Logistics Team Leader & Mission Supply Manager.
Accountabilities:
- Supervising and organizing the daily activities of the Supply Chain team, including Log Supervisors, and ensuring they perform the tasks linked to their role.
- Being responsible for the order, purchase, stock and freight management in the coordination or in the project level, monitoring and ensuring an efficient implementation of the overall daily supply chain activities
- Monitoring and ensuring a smooth-running supply administration and the respect of the implemented supply procedures, proposing adjustments where needed.
- Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data
- Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs
- Collecting claims from the field, analysing causes and making corrective actions.
- In collaboration with the Supply Supervisor (if any) and in coordination with the HR department, supervising the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
- Informing the Logistics / Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making.
- Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission.
Specific Accountabilities
- Procurement and Purchasing.
- Ensure complaince with DWBI supply/procurement guidelines, process and procedures, making sure all purchases excuted are inline with the guidline.
- Ensure quality of procurement and client Orientations with 90% of the needs received from the requestors are delivered within the lead time.
- Do the procurement tracking while using the backorder monitoring tool to give procurement update on the status of orders under purchase.
- Manages stock resplenishment and thresholds for consumables orders following the Ordering chronogram to avoid stock raptures.
- Responsible for Logistix7 software procurement tool in making sure all the procurement files created in the software are up to date.
- Warehouse Management.
- Ensure all items stored in the warehouse as useful to the operation are encoded into the Logistix7 software, basing on their categories and stocks.
- Stock cards are regularly updated basing on the stock movements
- Responsible for stock movements using the correct stock documentation from the logistix7 software.
- Regularly conduct stock inventory following the ordering period for the consumables and the rest of the stock as per supply guideline and stock management practices.
- Esures that all stock are properly stored in the warehouse, material check and expiry dates for each items especially consumables and Key items are well identified and followed.
- Frieghts and Shipments.
- Responsible for all cargos/frieghts coming in and out of the project.
- Giving feedback on cargo receptions from the project side, signed Frieight manifest, packing.
- Supply archives.
- Making sure all supply purchase docmuments are properly archived according to the supply guideline for archiving
- All document status on logistix7 software is as well kept on correct status.
- Others
- Reporting to his supervisor on the progress of purchases (what remains to be done, what is finished, and what is posing a problem or is delayed)
- Sharing his monthly report with his supervisor.
- Supporting in MMR process in accordance with the unit prices and quantities of items listed on the order form and submitting it first to supervisor for approval, then to the Finance Manager
- Updating information on purchase lists after purchases are made.
- Physically checking the orders on arrival (on delivery from the supplier), comparing them to the order forms, checking the quantities and quality of items and taking any measures necessary in the case of discrepancies with the supervisors.
- In the absent of LT Log Supervisor, taking care of logistics store if requested from direct line manager.
- Regularly updating the supplier-item-price data (supplier and price list) on monthly basis, reporting to his supervisor, and sharing the price list with logistics manager / supervisors in the projects like Siaha / Champhai.
- Informing the direct line manager about all information and modifications (item or supplier) data. Price, addresses, items available.
- Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), advances issued by the Finance Department.
Requirements:
Education:
Essential degree and specialization in Logistics/Supply Chain / Commerce / Business Management
Experience:
•Essential in supply chain management (minimum 2 years) and in organization of supply administration and procedures
•Desirable proven understanding of MSF Field Logistics (general knowledge of MSF equipment and kits)
Languages:
Essential mission language and Mizo. Desirable Lai and Mara language
Knowledge: Essential computer literacy (word, excel, internet)
