Background
Doctors Without Borders India (DWBI)/Médecins Sans Frontières provides medical assistance during natural and manmade disasters through establishment of healthcare centres, implementing medical programs for critical illnesses on its own or with partners, working for creating medical awareness and capacity building and carry out/sponsor research to provide strategic input on relevant medical treatment options in India.
DWBI offers assistance to people in need, irrespective of race, religion, gender or political affiliation.

Main purpose of Post:
Overall responsible for the development, implementation and monitoring of the Health Promotion Community Engagement (HPCE) program in DWBI project, as well strengthening community action and being the responsible for capacity building of the HP team, according to DWBI principles, protocols, and standards.
Preferably, the HPCE manager oversees the HPCE program in one project, but in specific situations the HPCE manager can have a flying role for multiple projects.
Functional and Hierarchical Lines:
The position is hierarchically and functionally answerable to Project Medical Referent respectively.
Responsibilities/Accountabilities:
HPCE strategy, activities and monitoring:
• Responsible for the design/development of a regular updated HPCE strategy, activities, tools and monitoring system. Accountable of budget planning.
• Follow up and support the HP supervisor on the implementation of the HPCE strategy (workplan, according to the chronogram; tool creation; training)
• Ensure participatory approaches and patient/community consultation before and during implementation of the HPCE strategy.
• Ensuring that the right process is followed for the design the health education materials and participatory methods. (pretesting, validation of content, translation)
• Provide technical input and support to situation analysis (Rapid assessments/surveys / rumours-feedback monitoring) and ensure final reporting and information sharing with the project team.
• Supervision of the implementation of the community-based surveillance (data collection, active case finding, linkage to care, tracing)
• Support the HP supervisors on the organization of community meetings.
• Contribute to the updated community mapping (community mapping, stakeholders, GIS etc.)
• Ensure and regularly sharing with PC and medical team on updates regarding community mapping.
• Capitalisation: document on lessons learned and capitalize on experiences (handover report, end of mission report, capitalisation report)
• Ensure regular collaboration with other supervisors/managers (SRH, MH, NAM, MAM, Social Work, EH/WASH, LogM, Admin).
HP capacity building and supervision:
• Responsible for the development plan for the HP team, based on the needs assessment (evaluation), as well for the follow up in capacity building through training, coaching, community of practice events.
• Managing and supervision of the quality of the HPCE activities done by the HPCE team at field level (based on a supervision checklist). (eg. Participatory methods and pedagogical techniques, active listening, use of tools, preparation /organisation)
• Responsible of the recruitment and evaluation process for HP profiles (in collaboration with HR department).
Some other Accountabilities:
Health Facility-Based Activities:
• Supervise the health promotion and community engagement team and their activities in the clinic, report any challenges that may arise, and adapt the format and content of HP messages according to the morbidity situation when necessary.
• Planning and supervising activities in the clinic (health awareness at the triage, service orientation for new patients). This will be done in close coordination with the medical team.

Ensuring that the health promotion and community engagement team participates, when necessary, in identifying and linking lost to follow-up patients from the community.

Develop the PESS survey concept note and train the community health educators in conducting semester patient satisfaction and exit survey activities at the DWBI clinic. Analysing the result of this activity and discussing and sharing the report with the PMR and PC for onward action.
Community-Based Activities:
• Follow up and reinforce the strategies for health promotion and community engagement regarding health activities for the population of Zokhawthar and the decentralised model of care (DMC communities in Chin state.
• In collaboration with the sexual violence focal point and the nursing activity manager, plan and provide training for community health educators and DMC volunteers to identify and refer cases of sexual violence, following the established pathway from the community to the clinic.
• Train and supervise the community health educators on health promotion, and disease prevention messages and provide sensitisation about Doctor Without Borders’s medical and humanitarian activities in the clinic and the community.
• Provide training, guidance, and supervision for the DMC preventive volunteer in health promotion, health education, community-based surveillance, mental health, context data and feedback data collection in the DMC communities.
• Support and train the DMC curative volunteers and other volunteers to improve their understanding of the DMC sites’ health promotion and community engagement activities.
• Coordinate the community sensitization and mobilisation activities in the cross-border communities for the routine vaccination activities planned in the project.
• Training and supervising the community health educators and DMC volunteer supervisors in conducting qualitative data collection via focused group discussion with the various community groups and stakeholders. Analysing the result of this activity and sharing the report with the PMR and PC for onward action.
Team management and transversal activities:
• Report all medical and humanitarian context situations in the project to the PMR and PC.
• Update, manage and share regularly the HPCE feedback tracker with the PMR and PC.
• Recruit, train and coach a locally hired HPCE manager for the project.
Requirements:
Education:
• Essential: bachelor’s degree in social sciences, behavioural sciences, public health, orientation health promotion/community health (or nursing diploma in community health).
Desirable: master’s degree in any social sciences.
Experience:
• Essential 2 years of working experience in related jobs (managing health promotion programs). Experience in using qualitative methodology is essential. Experience in strategy design, implementation and monitoring is a must.
Languages:
• Mission Language essential; fluency in English. Local Working Language is highly Desirable.
Knowledge:
• Basic knowledge of Windows environment is a must. Knowledge of qualitative data analysis software like NVivo, graphics editing software (like Photoshop) and/or other software, (such as KOBO Collect, OsMand, QGIS) is an added value.
