1. Consultant-Technology Management
Job Objective
The objective of this job is to assist the State Government on technological issues related to core infrastructure, MMPs and other e – governance projects.
Primary Responsibilities
Technology Management
• In coordination with the Technology Division at NeGD, assist the State Government in implementing e-Gov standards for application, designing technology architecture, database design, development, and infrastructure deployment.
• To assist the State departments in technology selection, hand holding department staff from requirements to implementation.
• To ensure that individual project level initiatives are interoperable, standardized, scalable and secure across various areas of software, hardware, and infrastructure
• To analyse the existing/ proposed projects in regard to strategic control, cyber-security, disaster recovery and business continuity
• To ensure implementation of NeGD / MeitY’s projects namely UMANG, Digital-Locker, NCoG, RAS, Digital Payments etc. and other core projects like Aadhaar, NKN, CSC, SWAN etc.
• To work with MeitY / NeGD in embracing emerging technologies / areas like AI, Blockchain, IoT, Big Data, Data Analytics, Augmented and Virtual reality etc. for the State projects and to build capability in the State in these areas
• To conduct technical appraisal of the various project reports received from the State Departments and technical evaluation of various proposals received from bidders.
• To study trends on projects run on PPP mode, gaps /challenges / learning’s etc.
Miscellaneous
• Provide support to all the Departments in the implementation of IT projects in the State related to various projects under Digital India.
• Ensure that the requirements of State departments in matters like preparation of EoI / RFP/ Contracts / PPP and other related matters are suitably addressed.
• Support the State Government in the roll out of awareness and communication efforts as part of the NeGP
• Assignment of any other State task from time to time by State IT Secretary / Head of Nodal Agency / Head SeMT
Graduation
• BE / B Tech / MCA in Computer Science/ Information Technology/ Engineering
Desired Skills & Experience
• 4+ years’ experience in relevant fields.
• Experience in IT Solution, project deployment, managing Software Development, Wide systems integration / implementation projects. in government set up
• Hands-on experience of Microsoft Technologies such as VB.NET, C#.NET, ADO.NET, ASP.NET, MVC, API using MySQL / Oracle / SQL Server in backend
• Experience of designing and technical architecting of software applications of e-Governance Projects in varied domains.
• Knowledge of development of integrated web, mobile and GIS application.
• Enterprise Mobility, Mapping Solutions & Field workforce automation.
• Data Analytics & Decision Support Systems (MIS & GIS Based).
2. Senior Consultant – Technology Management
Job Objective
The objective of this job is to assist the State Government on technological issues related to core infrastructure, MMPs and other e – governance projects.
Primary Responsibilities:
Design & Architecture
• In coordination with the Technology Department at NeGD, assist the State Government in defining the standards for application architecture, database design, development and infrastructure deployment
• Study the status of IT Infrastructure of State and assist the State Government in coming up with a robust IT infrastructure to support the roll out of e – governance projects
• Analyze the existing/ proposed projects in regard to strategic control, security, disaster recovery and business continuity
• To ensure implementation of NeGD / MeitY’s projects namely UMANG, Digital-Locker, NCoG, RAS, Digital Payments etc. and other core projects like Aadhaar, NKN, CSC, SWAN etc.
• To work with MeitY / NeGD in embracing emerging technologies / areas like AI, Blockchain, IoT, Big Data, Data Analytics, Augmented and Virtual reality etc. for the State projects and to build capability in the State in these areas

• Partner with the PeMTs and help them in adhering to technical standards/ architecture/ product and strategic control, specifications for the e – governance projects
• To ensure utilization of Digital India common infrastructure including GI Cloud infrastructure (MeghRaj) / State Data Centre
Technical Appraisal
• Conduct technical appraisal of the various project reports received from the State Departments and technical evaluation of various proposals received from bidders.
Miscellaneous
• Assist State in technical evaluations of external agency proposals related to implementation of various e – governance initiatives
• Assist State in price negotiations related to IT goods procurement
• Support in monitoring/ help establish suitable network/ IT infrastructure monitoring system at the State level
• Help develop the capability in the areas of preparation of scope of work, carrying cost-benefit analysis amongst various technological and policy options, preparing RFPs, selection of implementing agencies, managing and getting the best out of implementing agencies and technical support so as to optimize the benefits.
• Formulate program management strategies in consultation with the State IT Department/IT Society/external consultants.
• In addition to above Primary Responsibilities the incumbent may be assigned any other task from time to time by State IT Secretary/ Head of Nodal Agency/Head SeMT
Education:
• BE / B Tech / MCA in Computer Science/Information Technology/Engineering
Desired Skills & Experience
• 10+ years’ of experience in IT Projects, infrastructure deployment / software development, hardware, networking, security management in IT projects.
• Experience of at least 3 years in implementation of large IT / e-Governance projects.
• Understanding of emerging technology such as Artificial Intelligence, Blockchain.
• To implement the innovative ideas and work is not limited to only DPR / RFP.
• Experience in Project Management, conceptualization & implementation of IT initiatives within the government.
Experience in IT Solution, project deployment, managing Software Development, Wide systems integration / implementation projects. in government set up.
