PROJECT LOCATION AND SUMMARY
Médecins Sans Frontières (MSF) / Doctors Without Borders India (DWBI) is humanitarian medical aid organization working in more than 70 countries worldwide. Médecins Sans Frontiers is neutral, impartial, independent, and not linked to any political party or governmental body. Our teams provide emergency medical assistance to people in need, irrespective of their nationality, race or religion. In 1999 MSF was awarded the Nobel Peace Prize as recognition for its medical work in several continents.

Doctors without Borders India is in the process of setting up a short term response in southern Mizoram state to assist the local communities with mobile medical clinics, mental health support, health promotion, water and sanitation support and NFI distributions. The response aims at supporting local populations as well as those who have been temporarily displaced to India following the conflict in Chin State, Myanmar.

Purpose of Post:
Performing the tasks of transporting authorized goods and passengers in a Doctors Without Borders (DWBI) vehicle, ensuring its technical and safety conditions and respecting the country’s traffic rules and DWBI security rules, in order to provide a safe, smooth and efficient service.

Functional and Hierarchical Lines:
Hierarchically accountable to Logistics Manager and functionally accountable to the Log Supervisor


GENERAL
Location : Lawngtlai, Mizoram.
Number of positions available : 2.
Availability : 1 Year to be extended depending on the intervention.
Starting date : Immediate.

Main responsibilities and tasks


A. Driving and security

  • Assuring the security of his passengers, his own and vehicle in proximity, wearing seat belts at all times, respecting the highway code in force in the country
  • Adapting his speed in accordance with the state of the road or track, his load and the populations’ approach (see the limitations listed in the log book)
  • Following and having his passengers follow security instructions regarding check points
  • Never transporting non-authorized personnel, people who do not work on DWBI’s programmes or any objects that do not belong to the organization. (Except patients/INGO staff). Only an DWBI Coordinator / Manager can decide to waive this rule, which also applies to all civil and military authorities.
  • Informing the base of his movements, from departure through to arrival, on a systematic basis, stating the presence of passengers and citing their names (expatriates and national personnel)
  • Being responsible for security decisions concerning the vehicle (taking decisions in the event of problems encountered on the road when there is no his supervisor)
  • Justifying any detours, trips or stops that were not planned by an DWBI supervisor
  • Ensuring respect for the number of people who can be officially carried in the vehicle
  • Stowing the vehicles’ loads correctly
  • Put and remove the DWBI identification regarding the manager / supervisor’s decision.
  • Immediately informing his supervisor when he is stuck in a governmental or tribal checkpoint.
  • Not allowed to take any alternative road without the permission of his supervisor.
  • Ensure that information is obtained about the area to be moved / travelled. Assess the current situation including the terrain, road conditions, weather and security. If possible, check out the route before planning the convoy.
  • Follow the SoP and procedures for traveling in convoy.


B. Vehicle

  • Keeping the vehicle’s logbook up to date, noting any problems and incidents, and filling out the fuel supply register correctly (without crossing anything out)
  • Carrying out daily and weekly checkups.
  • Drawing his managers attention to imminent services on his vehicle, and doing so early enough to allow the vehicle’s planned withdrawal from use
  • Cleaning the vehicle for services (interior, exterior and engine) and doing daily check-up, weekly check-up, services A and B. Update the DWBI Follow-up board weekly.
  • Carrying out the upkeep of his vehicle (interior and exterior cleaning) and regularly checking his equipment’s is in good working order (spare wheel, jack, straps, ropes, tools, etc.)
  • Carrying out a monthly physical inventory of the equipment’s in his vehicle.
  • Immediately informing his DWBI supervisor in the event of a mechanical problem.
  • Immediately informing his DWBI supervisor in the event of an accident If, for whatever reason, he has to use his vehicle when it requires repair, making a note in the “remarks” column of the maintenance book and drawing his supervisors’ attention to it, thereby exempting himself from any subsequent responsibility in the event of later problems
  • Carrying out a hand over and re-possession of his vehicle if another driver uses it.
  • Always park the vehicle in the safe place and in GO direction ready for movement .
  • Mileage meter set to 0 before moving to the mission

Transport

  • Being responsible for the load, he transports.
  • Loading and off-loading his vehicle himself and if big quantity he calls DW and checking the load is stowed correctly.
  • During trips, handing over waybills to the recipients, checking the state of the goods delivered to the Store Keeper and bringing the duly completed and signed reception form back to the logistic office.
  • Support Logistics Team in NFI distributions in duties like, crowd control, distribution involvement, setting of the place
  • Any other tasks as requested by the Supervisors

Specific Accountabilities

  • Checking daily, the technical conditions of the assigned vehicle (state of the tires, oil, fuel, brakes, radio equipment, spare parts, etc.), performing weekly check according to the DWBI Logbook, refilling it when necessary, and keeping it clean to ensure it can be driven in perfect conditions. Carrying out a hand over if another uses the vehicle
  • Ensuring the security of passengers in the vehicle, driving carefully, observing speed limits and traffic rules in the country as well as DWBI security rules, in order to avoid car accidents.
  • Ensuring all passengers have all necessary papers in order before travelling, and ensuring non-DWBI staff sign disclaimers of responsibility before using the vehicle
  • Ensuring correct loading and unloading of the vehicle, submitting the documents to the receiver of the goods, checking the status of delivered goods, returning the duly completed documents to Logistics and ensuring that the goods have the necessary documents
  • Ensuring that all vehicle documents and the driver’s driving license are valid and in the vehicle.
  • Informing the line manager of any incident involving the transportation of passengers and/or goods.
  • Knowing how to use all types of radios, codes, call numbers and radio alphabets by heart and communicating with base according to DWBI communications policy to inform the driver’s position and any potential implications.

Knowing and respecting the security rules related to vehicle movements, specifically those related to customs, checkpoints and roadblocks. Ensuring all passengers know and respect the security rules


REQUIREMENTS:

Qualifications & driving licence

  • Essential literacy and driving license. Good knowledge of country roads

Experience

  • Essential 2 years minimum of previous driving experience
  • Desirable experience with specific vehicles to use (4×4, and etc.)
  • Desirable in MSF or other NGOs

Languages Mission language and local language essential
Knowledge •      Desirable knowledge of basic mechanics
