Background
Doctors Without Borders India (DWBI)/Médecins Sans Frontières provides medical assistance during natural and manmade
disasters through establishment of healthcare centres, implementing medical programs for critical illnesses on its own or with
partners, working for creating medical awareness and capacity building and carry out/sponsor research to provide strategic
input on relevant medical treatment options in India.
DWBI offers assistance to people in need, irrespective of race, religion, gender or political affiliation.

Location: Zokhawthar, Champhai (Mizoram)
Number of positions available: 1 (full-time position)
Availability: 12 months, with possible extension

Salary: INR 65,580 gross/month (non-negotiable)

Main purpose of Post:
Providing support to the Project Coordinator in the security management and the coordination tasks, ensuring a smooth
relation with local and national authorities and contributing to the context analysis and follow-up according to DWBI (Doctors
Without Borders India) protocols, standards and procedures in order to ensure the smooth running of the project.
Functional and Hierarchical Lines:
The position is hierarchically and functionally answerable to Project Coordinator respectively.
Responsibilities/Accountabilities:


• Representing DWBI (Doctors Without Borders India) externally together with the Project Coordinator (PC) or alone (when
delegated) and negotiating on behalf of the project coordination in close cooperation with the PC and based on beforehand agreed
messaging. Assisting in safeguarding and promoting DWBI (Doctors Without Borders India) image externally
• Monitoring, analysing and reporting on key issues (security, risk, etc.) to the Project Coordinator and providing contextual
information, through a sound knowledge of counterparts, parties, actors, authorities and military groups, in different
administrations/parties and governorates/districts in order to improve understanding and decision making processes. Maintaining
the security database and providing a biweekly context analysis based on recent incidents and developments
• Assisting in exploratory missions and assessments as needed and participating in the development of security plans
• Assisting the Project Coordinator in Internal and External Communication sessions and events about DWBI (Doctors Without
Borders India) (for Local Hired Staff, the Ministry of Health staff, as well as local authorities, community leader, military actors,
security forces) in order to improve awareness, understanding of DWBI (Doctors Without Borders India) principles and services and
public opinion adhesion. Write meeting minutes and contribute to the meeting logbook.
• Ensuring the continuity of relations/networking with local actors (other NGOs, UN agencies, local authorities, media, etc.) and filing
and updating field contacts and correspondence in order to ensure information sources accuracy and its availability on regular basis.
Organizing advocacy contacts and appointments for the Project Coordinator.
• Translating and reviewing documents and acting as an interpreter when needed. Assisting the Project Coordinator in the drafting of
correspondences with authorities and counterparts (government officials, military actors, community leaders, UN agencies, NGOs,
etc.) in order to ensure fluent and accurate communication flows.
• Preparing and conducting context, cultural and security briefings on the project context to new employees (national and
international) in order to facilitate their integration and within the project environment. Ensuring regular security
briefings/trainings of assessment team, drivers, and guards in consultation with the Project Coordinator.
• Being contactable by phone and available to assist the Project Coordinator with important context, security and operational issues
that may occur outside of regular working hours unless otherwise agreed with the PC (e.g., holidays)
• Performing assigned additional responsibilities or tasks as required by the Project Coordinator.

Some other Accountabilities:


• Provide context analysis inputs to SITREP Situational report and when needed through specific coincise report if
requested by PC.
• To conduct security assessments on request.
• To keep relations with key stakeholders from the Government, Security Forces, Police, Civil Society and the NGO sector.
• Ensure that all staff has applied and obtained on time any visa/ILP, stay, travel or working permits in the mission
country according to needs, and keep information on legal, administrative procedures.
• To provide guidance to the respect of the Local Security Plan to IMS and LHS supporting PC directives and security
advices.
• To negotiate when needed with organizer from Civil Societies the humanitarian access to medical activities and right
of movement for DWBI vehicle and staff .
• To contact local media in case of a specific public event organized by DWBI (Doctors Without Borders India) needed
media coverage and engagement.
• To support and monitor all component of the project by supporting PC managerial directives, ensuring the
implementation accordingly.
• To mediate conflict and be engage on conflict resolution mechanisms when those rise among DWBI (Doctors Without
Borders India) staff and/or community member and/or partners/stakeholders such as the associatins, MoH staff etc…
• To ensure impartiality neautrality when dealing with DWBI (Doctors Without Borders India) representation with the
authorities and when trying to solve local disputes and/or team management issues among staff putting organizaton
values first and not acting based on preferences and/or personal reasons.
• To keep good networking relationship at district level as well as with local government administrators, Commissioner,
Deputy Commissioners, Police and the Assam Rifles or Border Patrol guards incl. updted contact information.
• To provide early warning to the PC and the Indian mission in case of an expected deterioration of local security
providing risk mitigation strategies.
• To faciliate the IMS in case of a medical evacuation or evactuation due to security reason.
• Ensure and monitor overall DWBI (Doctors Without Borders India) protocols, standards and procedures are
implemented at project location.


Requirements:
Education:
• University Diploma Level, preferably in the field of Social Sciences (Political Sciences, International Public Law, Anthropology, Economics, etc.)

Experience:
• Essential: Experience in and exposure to working in a complicated political, security and humanitarian
environment.
• Essential: Experience in data collection, reporting and analysis.
• Desirable two years previous experience in similar jobs in the field of humanitarian aid with DWBI
(Doctors Without Borders India) or other NGOs.
• Desirable: Management experience.

Languages: 
• Mission and local language (Mizo) essential (high level command oral and written) as well as in Hindi (oral).

Knowledge :
• Essential computer literacy (word, excel, Internet/social media).
• Excellent understanding of DWBI (Doctors Without Borders India) principles and values.
• Knowledge of and interest in humanitarian issues.
• In-depth contextual knowledge and analysis skills.
• High level of knowledge of local culture and customs.
