Background
Doctors Without Borders India (DWBI)/Médecins Sans Frontières provides medical assistance during natural and manmade disasters through establishment of healthcare centres, implementing medical programs for critical illnesses on its own or with partners, working for creating medical awareness and capacity building and carry out/sponsor research to provide strategic input on relevant medical treatment options in India.
DWBI offers assistance to people in need, irrespective of race, religion, gender or political affiliation.


GENERAL:
Location: Zokhawthar, Champhai (Mizoram)
Number of positions available: 1 (full-time position)
Availability: 12 months, with possible extension

Main purpose of Post:
Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, DWBI (Doctors Without Borders India) protocols, values and universal hygiene standards to improve the patients / beneficiary’s health conditions and remote support for supported hospital.

Functional and Hierarchical Lines:
The position is hierarchically and functionally answerable to Project Medical Referrent (PMR) respectively.


Responsibilities/Accountabilities:
•Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting DWBI protocols.
•Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
•Follow up the evolution of the hospitalized/IDP patients, through daily visits, consultations and examinations, prescribing the necessary treatment following DWBI protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
•Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
•Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients’ illness, medical error and monitors the proper functioning of the department, equipment or material.
•Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
•Knows and ensures all DWBI medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
•Manage the team under his/her direct responsibility according to DWBI HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.


Some other Accountabilities:
Remote support for supported hospital
1. Clinical Supervision and Quality Monitoring
•Systematic review of medical records, discharge summaries, and progress notes.
•Rapid audit of critical clinical indicators (mortality, readmissions, time-to-care, treatment adherence).
•Verification of compliance with clinical protocols and internal guidelines.
2. Infection Prevention and Control (IPC)
•Oversight of standard and transmission-based precautions.
•Regular IPC rounds on hand hygiene, isolation measures, PPE use, and environmental cleaning.
•Review of outbreaks, near-miss events, and contingency plans.
•Technical support to the IPC team for updating SOPs and workflows.
3. Capacity Building and Technical Mentorship
•Short targeted micro-teaching sessions based on identified clinical gaps.
•Direct mentoring for doctors and new staff.
•Training on documentation, safe prescribing, and escalation of care.
4. Structured Meetings
•Case review sessions for complex cases (Case Review).
•Participation in clinical committees (antibiotics, transfusion, IPC, emergency).
•Weekly coordination meetings with nursing leadership and service focal points.
5. Operational Support and Patient Flow Management
•Early identification of bottlenecks in triage, admissions, and discharge processes.
•Inter-departmental coordination to improve turnaround times.
•Support to scheduling and medical coverage planning during peak workload.
6. Documentation and Reporting
•Preparation of weekly and monthly reports: activity, indicators, incidents.
•Updating SOPs, clinical protocols, and care pathways.
•Written and verbal feedback to management on risks, gaps, and opportunities.
7. Patient Safety
•Monitoring of adverse events, falls, and high-risk medications.
•Evaluation of patient identification procedures and informed consent practices.
•Implementation of corrective actions with immediate impact.

DWBI Clinic: 
•Ensure patients are prescribed medications strictly as per DWBI and National Medical guidelines.
•Be flexible to attend emergencies 24X7 at the DWBI Clinic on a roster system with the other MD.
•Manage DWBI Clinic by applying medical knowledge and skills to diagnose and screen for mental health issues and deliver patient consultations using a holistic and patient centred approach.
•Ensure the patient and/or his/her family informed about the illness, providing appropriate explanations about the treatment to follow and ensuring that they are involved in the management and always maintaining confidentiality.
•Identify and report any case of serious medical adverse events to the line manager immediately.
•Support the nursing team in clinical management of SRH cases as required. Support MHPSS team for case management of psychiatric case(MhGap).
•Provide quality, ethical and patient centred clinical care to survivors of sexual and gender-based violence presenting at the DWBI clinic such as appropriate treatment following protocols, accurate documentation of the results of medical examination and injuries sustained.
•Link the patients to the appropriate centre for suspected TB/HIV and follow up their health status.
•Maintain surveillance in the DWBI clinic and notify the PMR if there are any alerts that need to be investigated.
•Ensure adequate supply of medicines and medical items in the DWBI clinic and in case there are irregularities, shortages or damage to materials and equipment immediately inform PMR.
•Inform PMR in case of any change of pattern in the consumption of medications.
•Support the medical team to ensure IPC protocols are in place and maintain the IPC while performing any procedures and address the safety needs of the patients.
•Work closely with all other members of the medical team to ensure quality medical care and patient centred care is provided to all patient presenting to the DWBI Clinic.

Referrals to Secondary and Tertiary Health care:
•Refer patients to secondary healthcare providers based on the referral framework created specifically for the project after obtaining approval from the PMR.
•For patients that are unable to be managed at a secondary level, communicate the clinical situation to the PMR and await validation prior to referral to tertiary level care.
•Provide clinical support to patients who are referred to secondary and tertiary hospitals to ensure they receive the services required, through effective collaboration with the Referral Nurses.
•Collaborate with the nursing staff to ensure that the referral logbook is updated with accurate diagnoses and follow-up details are updated daily.
•Visit the secondary health facility at least once a week and tertiary hospital at least once per month to review the patient’s treatment and investigations and discuss with the treating doctor about the management plan through support of the referral nurse and update PMR accordingly.
•Support clinical/community activities with any additional task assigned, such as conducting training and sensitization sessions for partners and/or beneficiaries.
•Support in hospital assessments as required, as well as training of cross border Medical Doctors and additional medical support required for activities.

Medical Data:
•Ensure maintenance of good quality patient medical records and effective data collection to ensure accurate data is presented in HMIS.
•Complete the weekly tally sheets and submit to the data team on a weekly basis.
•Support the data team as required to ensure quality data management.

Staff Health:
•Consult LHS for staff health consultations and report any sick leave to the PMR.
•Discuss all complicated cases with the PMR and submit sick leave to the PMR.

Other Activities:
•Participate in assessment and emergency response when necessary and according to the workload and priority.
•In case of any outbreak conduct a rapid health assessment wherever required, provide a detailed report with feedback, and report the PMR.
•Plan and organize regular training for DWBI medical staff in collbaboration with other departments.
•Participate and update important and relevant information in project meetings.
•Maintain a flexible approach and support the teams with tasks, as requested and within the scope of a Medical Doctor, as requested.


Education:
Essential: MBBS degree with full & valid registration from Medical council of India or state medical councils.
Experience:
•1 year experience minimum as a Medical Doctor or in clinical work (can be within medical training). Desirable in tropical medicine, or post-registration experience in Public Health , obs and gynae, pediatrics, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery, surgery, NCD.
Languages:
•English and Local Language in Mizoram (Mizo, Chin, Zomi, Falam, Burmese etc).
