Background
Doctors Without Borders India (DWBI)/Médecins Sans Frontières provides medical assistance during natural and manmade disasters through establishment of healthcare centres, implementing medical programs for critical illnesses on its own or with partners, working for creating medical awareness and capacity building and carry out/sponsor research to provide strategic input on relevant medical treatment options in India.

Location: Zokhawthar, Champhai (Mizoram)

Main purpose of Post:
Supervising the daily logistics activities and providing maintenance to the DWBI equipment, facilities and infrastructures, according to DWBI standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.
Functional and Hierarchical Lines:
The position is hierarchically and functionally answerable to Logistic Manager respectively.
Responsibilities/Accountabilities:
•Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to DWBI standards
•Ensuring the check and follow-up of facilities under the line manager’s supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor’s instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
•Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to DWBI standards
•Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person’s task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities.
•Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to DWBI standards and Instructing and monitoring drivers on correct driving habits and standard checks
•Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to DWBI supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment
Some other Accountabilities:
•To implement the rehabilitation and maintenance all the DWBI and facilities supported by DWBI, its infrastructure, energy, water and sanitation.
•Setting up of Staff accommodation and office whenever necessary.
•Monitor maintenance activities of infrastructures, management of non-medical stocks and equipment according to DWBI standards.
•Ensure the check and follow-up of facilities under the line manager supervision.
•Carrying out daily visits to the facilities, reporting any anomalies or problems to the line manager.
•Evaluating rehabilitation needs and following up minor building rehabilitation work in accordance with instructions given by his supervisor, and accounting to him/her on progress.
•Checking that premises observe security norms (fire extinguishers present, electrical installations earthed, etc.).
•Monitoring the consumption of mechanical and electrical vehicles/machines/devices.
•Planning together with the line manager required checks and maintenance activities of energy systems/set-up according to DWBI standards.
•Coordinate and lead the logistics team under his/her responsibility, in particular:
*Defining each person’s tasks, supervising them daily and checking the quality of their work (punctuality, rigorous, quality, etc.).
*Drawing up working schedules for logistics teams for each department or facility.
*Organizing and leading meetings of the team under his supervision.
•Attending logistics meetings and accounting for his activities.
•Ensure proper vehicle fleet maintenance as per DWBI standard:
*Planning and overseeing timely preventative and curative maintenance of all project vehicles according to DWBI standards.
*Responsible to follow up of cars, drivers and logbooks.
*Instructing and monitoring drivers on correct driving habits and standard checks.
*Monitoring and planning of Movements of DWBI Staffs.
*Responsible for the arrangement of ambulances/taxis for patient referrals.
•Manage and follow up orders, timely
•Collect logistics orders coming from different departments or health facilities.
•Draw up and follow up orders according to the procedures in force.
•Make local purchases according to DWBI supply procedures when requested.
•Ensure reception conditions of freight or arriving material as well as the organization and setting up of material before its shipment.
•Responsible for management of cold chain at all project locations
*Responsible for maintenance of ILR, fridges, freezers and pharmacy temperature control system.
*To report any ruptures in cold chain to the log manager as well as Medical Responsible.
•To maintain a flexible approach to the project and mission in case of emergency interventions.
•Offer proactive support to the identified supported hospitals in all logistical matters, providing on-site assistance whenever possible, and remote support when needed.
Requirements:
Education
•Essential secondary education, formal technical training desirable.
Experience
•At least one year in DWBI or 2 years in a similar post out of DWBI
Languages
•Mission and local language essential.
