Background
Doctors Without Borders India (DWBI)/Médecins Sans Frontières provides medical assistance during natural and manmade disasters through establishment of healthcare centres, implementing medical programs for critical illnesses on its own or with partners, working for creating medical awareness and capacity building and carry out/sponsor research to provide strategic input on relevant medical treatment options in India.
DWBI offers assistance to people in need, irrespective of race, religion, gender or political affiliation.
GENERAL:
Location: Zokhawthar, Champhai (Mizoram)
Number of positions available: 1 (full-time position)
Availability: 12 months, with possible extension

Main purpose of Post:
Defining, coordinating and monitoring all care and nursing related activities in the project and ensuring the daily management of the human resources, according to DWBI nursing protocols, standards and procedures, in order to warrant efficiency, quality and continuity of prescribed care.
Functional and Hierarchical Lines:
The position is hierarchically and functionally answerable to Project Medical Referrent (PMR) respectively.
Responsibilities/Accountabilities:
•Planning and organizing all nursing related activities (IPD, OPD, maternity, nutrition, etc.) and participating in the definition of annual planning and update of its associated budget in order to efficiently maintain the continuity of the standard quality healthcare. When needed, being responsible for scheduling duty rosters, shifts and on call of nursing staff.
•Coordinating and supervising the implementation of the legal therapeutic protocols, procedures and standards, depending on project objectives (PPTCT, PEP, VCT, IEC, SGBV, MH services, etc.) and providing technical support when needed, to ensure the quality of the nursing care, confidentiality and information traceability, patient surveillance, and the application of the therapeutic and sterilization rules by the health care personnel.
•Supervising the nutritional activities in order to ensure that therapeutic food is provided regularly and that it complies with quality and quantity standards
•Ensuring all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) and existing data management tools are used correctly
•According to DWBI protocols and in collaboration with the Pharmacist and Medco, supervising the distribution (according to medical prescriptions) and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure that pharmacy stock levels are permanently updated and above minimum safety point.
•In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating and communicating future needs.
•In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development and communication) of the nursing staff of the project in order to improve staff capabilities and ensure both the sizing and the amount of knowledge required. Training nursing staff on PTE.
•Reporting to the line manager on any relevant information linked to nursing activities and participating in monthly reports
•Implement DMC service packages aligned with project strategy and community needs, strengthening supervision of CHWs, quality of care, rational medicine use, and continuous capacity building at DMC sites.

Some other Accountabilities:
Decentralized Model of Care:
•To implement and adapt current packages of care based on the current projects´ DMC strategy and according to the needs of the population in the area.
•To train the community health workers on DWBI DMC protocols and data collection and supervise them accordingly.
•To ensure the establishment of a good referral system from the community level to the clinic in Zokhawthar.
•To follow and document all the referrals coming to DWBI primary health care facility from the DMC sites or other health facilities.
•Collect and analyse medical data related to DMC activities and report to the line manager to inform decisions on the continuation or modification of service packages in line with community needs.
•To ensure the availability of DMC drugs and other supplies.
•Support cross border NTS for SHC and THC hospital assessments and capacity-building activities within cross-border, in coordination with PMR.
•Ensure implementation of IPC standards across all cross-border supported hospitals through supervision, mentoring, and compliance monitoring.
•Maintain a referral and mortality line list at the DMC sites and analyse monthly followed by feedback and recommendation to PMR.
•Security/Risk evaluation at any time during the DMC activities. To be shared/analysed with the Field Coordinator. Liaise with the head of community health workers (volunteers) for security issues and community needs.
•Participate actively in any emergency response in the area of intervention or the other areas if it is needed.
•Pharmacy management of the DMC stock (rational use and quality control) and clinical competence (primary health care) in collaboration with the pharmacy supervisor.
•Strengthen maternal and neonatal health services at the community level by reinforcing the activities of traditional birth attendants (TBA).
•Participate actively in the revision of DMC activity every 3 months and perform the report of new activity implemented to highlight the points to be reinforced.
Clinic:
•Support the nursing supervisor with the implementation of monthly roster for the clinic.
•Active role in weekly and monthly medical analysis and report
•Participate actively in any emergency response in the area of intervention or the other areas if it is needed.
•Support the nurse team supervisor in guaranteeing technical nursing standards according to DWBI protocols in Zokhawthar clinic.
•Writing brief weekly and monthly report of activities, accomplishments, challenges and plans.
•Support the clinic in organising referrals to SHC and THC
•Ensure proper IPC in the clinic by organizing training, meeting, IPC evaluation, report…
•Support for implementing medical activity plan for 2026(NCD, MCP, recruitment…)
•Ensure proper triage of the patients, quality of nursing care in ER/observation room, ANC/PN/EPI.
Training:
•Identify needs/strong skills and competencies among nursing staff to support the activity and develop personal careers. This should be done through national/international training and on-the-job training.
•Support the nursing team supervisor to continue developing nurse supervision skills (roster, stock management, PMS, nursing meeting and nurses’ daily performance)
Quality of care:
•Ensure and follow up on Infection control measures at the clinic DMC sites and DWBI supported hospital. Implement an IPC committee in the Zokhawthar clinic and support cross border NTS to implement in the DWBI supported hospitals.
Active support for impementation of Rih hospital support
Be ready to cover the position of some staff if needed
Requirements:
Education:
•Essential nursing diploma for general or specialized health services (Bachelor in science of Nursing Desirable); Specialization or training in tropical medicine would be an asset.
Experience:
•Essential working experience of at least two years in nursing activities related jobs. Desirable working experience in DWBI or other NGO’s in developing countries.
Languages:
•Mission Language essential; Local Working Language Desirable, English.
